It is a pleasure to reveal that Jingli Construção e Gestão Imobiliária Lda. was one of the companies which sponsored the production of RTP’s documentary series, NI HAO CHINA. Twelve Chinese cities are brought forward during this series, along a 5-kilometer journey that lets us know a filter less China.
On the 5th of December 2020, Jingli Construção e Gestão Imobiliária Lda. concluded a work in which a new technique of Asynchronous Elevation was applied, in a project located in Cartaxo, a city in the province of Santarém.
The project includes a 910.58 m² arched steel structure. The intervention began with the cutting of all the columns at a height of 0.80 m from the ground, followed by a 1.80 m total elevation of the building. In terms of the materials used, 1747.08kg of steel and 375kg of cement were incorporated in an operation which lasted for 11 hours. Resorting to this technique represents a cost equal to 30% of that obtained through a demolition and subsequent reconstruction.
The building has a length of 39.30 m in the East-West direction and a width of 23.17 m in the North-South direction, with an entire arched steel roof supported by 23 “I” column beams of the type IPE300. It was the owner’s intention to convert the building into a mall, but the interior didn’t meet the requirements.
Upon analysis of the conceivable procedures, the owner considered that the demolition and reconstruction would take too long and mean a high expenditure. Taking into account the situation, he requested Jingli to find a solution which would expand the usable space without the need for demolishing the existing building. Consequently, the asynchronous elevation technique was applied on the 910.58 m² arched steel roof in order to elevate it 1.8 meters.
The application “asynchronous elevation” translates into the premise that the existing building shall not be demolished, since the technical and mechanical resources applied allow the vertical displacement towards the new altitude plane. Usually, people believe that achieving a vertical expansion of a building’s usable space is only possible by means of a new construction, from scratch. However, the general public doesn’t have the notion that there are other options, such as those which allow an existing building to be lowered or to have its number of floors increased (or reduced) with the hydraulic elevation technique.
The “asynchronous elevation” is opposed to the “synchronous elevation” by definition. The “asynchronous elevation” is a new technique in the construction field which allows the vertical displacement of existing buildings. The specific “asynchronous elevation” technique used by Jingli is patented and embodies a Chinese invention brought up by professor Ouyang Ganlin, Jingli Construção e Gestão Imobiliária Lda.’s manager.
The “asynchronous elevation” technique’s method is based on a controlled focus on one single elevation way which withstands itself on the existing building’s own strength, totally differentiating it from the synchronous elevation method in terms of both the process and the calculations used. Its main advantage is the cost and the intervention’s duration, which is 100%, and sometimes even 200%, inferior to those achieved with the synchronous elevation.
This project represents the first resort to a “quick elevation” of a large existing building. The success of this project adds a new, simple and more reliable technique to the spectrum of structural interventions made to existing buildings in Portugal.
As we all know, Portugal and other EU countries still have plenty of industrial foundations and old buildings due to certain socioeconomical contexts, not witnessing an update of its industrial structures and/or functional change of the existing buildings over time. Both demolitions and reconstructions demand great amounts of investment, bringing along, on the other hand, the environmental pollution and devaluation of the cultural heritage. Therefore, the asynchronous elevation method with reinforcement completely prevents the inconveniences mentioned before, maximizing the savings with resources and investments and protecting the cultural heritage and the existing building’s value over time.
The registration of a brand new patent is currently underway! This time our General Manager, Ouyang Ganlin, was behind an invention which goes by the name of multifunctional wall-clamping device for a static pile driver. The device’s main body and wall-clamping platform comprises hydraulic cylinders, U-shaped pincer boxes and roller wheels, and represents a major input for underground construction works that resort to static pile drivers.
We are about to finish the renovation of a 3-story villa in Alcabideche (Cascais)! Marble walls, marble countertops and new windows, cabinets and drawers are just some of JINGLI’s inputs to this marvellous house located close to the coast.
Our job is done at the Centro de Terapias Chinesas in Picoas (Lisbon)! Besides the outdoor walkway, we also installed a backlit outdoor (designed by us) with the center’s logo, sliding doors, an interior walkway with handrail and made an overall refinement of the space. Go on, take a look inside!
Outside the Chinese Therapies Center in Picoas (Lisbon), which is currently being renewed by JINGLI, there is now a robust Portuguese-style outdoor walkway designed and manufactured entirely by our company. In total it is a 6.10 meter long walkway composed of a stair section and a 4.80 meter long ramp which is ready for disabled people. With two slopes to reduce the difficulty for wheelchair users, this work reflects the importance given to both respecting and caring for people with special needs.
This walkway is made of a steel frame, a inner lining board (eliminating the dry sound), a dazzling marble finish and a dark green wrought iron railing. The walkway is small but full of artistic details, taking into account the surrounding environment and the building’s own architectural style. The Chinese Therapies Center logo and the diverse Portuguese architectural elements really go along. In a certain way, this symbolizes the long and fruitful history of Sino-Portuguese cultural exchanges and reveals the growing interest of the Portuguese in Chinese therapies.
On the 9th of September a delegation representing Qingdao’s Municipal Bureau of Commerce was welcomed to Seixal’s City Hall by the Mayor of Seixal, Joaquim Santos, with the purpose of signing a MOU regarding the future cooperation between both cities.
Several distinguished guests were present at the event such as the Chinese Ambassador in Portugal, Cai Run, the Vice-president of Qingdao’s Standing Committee of the Municipal People’s Congress, Zou Chuanning, the President of the Portuguese-Chinese Commercial and Industrial Association, Cai Wenxian, and the General Manager of Jingli Construção e Gestão Imobiliária Lda., Ouyang Ganlin. This important gathering was only possible due to the efforts put forward by Jingli and Iberia Universal as the connecting link between Qingdao and Seixal.
The event started with a tour inside Seixal’s City Hall, which has one of the most modern city hall buildings in Portugal, and after a short coffee-break the conference began.
Mayor Joaquim Santos highlighted the opportunity for cooperation and mutual learning envisioned in the MOU but then expressed his happiness for Qingdao’s discovery of Seixal, recalling Portugal’s role in the maritime exploration. With 170,000 residents and an area of 95 square kilometers, Seixal is the 15th most populated city of Portugal and holds a significant geographical centrality due to its proximity to the existent ports and airports and its connection to major highways and railways. Looking into the future, Mayor Joaquim Santos emphasized the importance of the neighboring construction of a port in Barreiro and an airport in Montijo. In the same way, Seixal is currently awaiting the construction of its own hospital and also the creation of a pharmaceutical industry hub. At the present moment, Seixal is already a rising tourism center because of its beaches, greenery and cultural events. Nonetheless, the Municipality of Seixal wants to reinforce its commitment to the improvement of the “quality of living” with projects such as “Seixal’s Eco Resort”, for which investments are still needed and welcome.
The Chinese Ambassador in Portugal reminded that this year marks the 40th anniversary of the establishment of diplomatic ties between China and Portugal and recapped the ever since mutually beneficial cooperation. The recent exchange of state visits of both the Portuguese President, Marcelo Rebelo de Sousa, and the Chinese President, Xi Jinping, and the presence of both countries in the Belt and Road Initiative embody the evidence that this is the best moment in the history of the bilateral relation. Furthermore, in 2018 the value of the bilateral trade rose to 5,1 thousand million euros and the Chinese investment in Portugal reached 9 thousand million euros. As someone that was born in Qingdao and considers it one of the most noteworthy historical cities in China, Ambassador Cai Run mentioned some of the major events which take place in the city such as the Cinema Festival, the Regatta Competition and the (Tsingtao) Beer Festival.
Zou Chuanning expressed in his speech that Seixal has a beautiful scenery, a good industrial and infrastructure system and a great investment environment which can be converted into an excellent cooperation platform for Qingdao’s and Portuguese companies. Qingdao is a city with 10 million residents, just like the entire country of Portugal, that registered a GDP of 180 billion USD in 2018 taking the 12th position in China. Notorious companies such as Haier, Hisense, CRRC and Tsingtao are settled in Qingdao and enjoy the city’s modern port which is the 7th largest in the world. Besides having been the host of the 2018 Shanghai Cooperation Organization Summit, Qingdao, Lisbon’s sister city, signed in the same year a MOU with the Portuguese agency AICEP in order to strengthen the economic cooperation. Both Portugal and Qingdao share a special vocation and experience in terms of maritime research and exploration, and, consequently, this fact opens a space for the launch of an important cooperation platform.
The President of the Portuguese-Chinese Chamber of Commerce, Cai Wenxian, expressed is belief in the potential of the cooperation between Seixal and Qingdao. A platform which would promote the economic, cultural and urban development of both cities and benefit its citizens. Additionally, the companies of both cities may play a crucial role in the underpinning of the Belt and Road Initiative, enhancing trade exchanges along both the silk road economic belt and the maritime silk road.
At the meeting, Professor Ouyang Ganlin, General Manager of Jingli Construção e Gestão Imobiliária Lda., gave a speech regarding the subject of Urban Renovation and Reinforcement of Existing Buildings. Resorting to several examples, Ouyang Ganlin revealed some cases of poor implementation of urban renovation in the city of Lisbon. Basically, we are able to reach the conclusion that most of the renovation work done nowadays only takes into account the aesthetic aspects while neglecting the structural elements such as the pillars and beams which are supposed to guarantee the buildings’ stability. There should be more cooperation in the civil construction and civil engineering fields between China and Portugal in order to promote a sustainable urban development that is able to withstand natural disasters such as earthquakes.
The meeting came to an end after Mayor Joaquim Santos and Vice-President Zou Chuanning signed the MOU in front of all the state entities, companies and special guests present at the event.
JINGLI is happy to see that its important patent, related to a mechanical device that allows the construction of underground walls by means of continuously applied pressure and an electrically vibratory and water spraying system, was registered. Basically, this complex device grants an easier way of pursuing underground projects because it eliminates the need to make a previous excavation on the site and, consequently, reduces the time and useful space required. After opening the necessary space for the construction of the wall segment, the device itself generates the formwork and then receives the concrete.

After 20 years operating in China, Jingli has decided to go global and chose Portugal as its destination. Regarding its entry into the Portuguese market, an authorized source explained the strategy and the benefits the company can offer. Which is the reason behind this expansion to Portugal and which benefits can it guarantee, namely in the nowadays so vibrant Portuguese renovation market? Which is the main appeal?
A principal motivação que serviu de base ao projeto de fundação da empresa Jingli – Construção e Gestão Imobiliária, Lda. em Portugal foi a vontade de expandir para outros mercados a empresa-mãe, sediada em Qingdao, cidade costeira da província chinesa de Shandong. Contudo, é necessário compreender que esta internacionalização está enquadrada pela iniciativa do governo chinês Uma Faixa, Uma Rota, visando esta aproximar os povos e criar uma plataforma de cooperação económica que garanta benefícios mútuos. Para além disso, o facto de esta iniciativa praticamente coincidir com as visitas de Estado dos presidentes Xi Jinping a Portugal e Marcelo Rebelo de Sousa à China serve, em parte, como justificação para a eleição de Portugal como país de destino deste projeto.
The main interest that served as the foundation for the establishment of Jingli – Construção e Gestão Imobiliária, Lda. in Portugal was the will to expand the parent company from Qingdao, in the coastal province of Shandong, to other markets. However, it’s necessary to understand that this internationalization is part of the Chinese state initiative One Belt, One Road which envisions the promotion of closer ties between different peoples and the creation of a platform for economic cooperation and win-win relations. Furthermore, the fact that this initiative comes at a time in which the Chinese president Xi Jinping visited Portugal and the Portuguese president Marcelo Rebelo de Sousa visited China, partially represents the motive to choose Portugal as this project’s destination.
Relativamente ao papel que a Jingli pode desempenhar no mercado português, no âmbito da reabilitação urbana e do reforço sísmico, será importante frisar que temos conhecimento de que existe muito trabalho a fazer em Portugal nestas áreas.

More and more we hear from the Portuguese press the need to prepare the existing buildings for possible future seismic activity. It’s common knowledge the Portuguese territory is constrained by the contact between three tectonic plates and that it was already targeted by a massive earthquake in 1755. There’s constant threat. There’s a lot of innovation in this company’s DNA. Which methods do you use and how can they make the difference in the Lisbon and Porto real state markets, where there are many old and poorly preserved buildings but with a lot of history, structure and cultural heritage to protect?
Tal como expresso na própria pergunta, o intuito é sempre o de preservar a identidade histórica e cultural dos edifícios a serem intervencionados. Através de técnicas como a da elevação assíncrona de telhados, ou do desenvolvimento do espaço bidirecional (que possibilita o acrescento, ou o trabalho, nos espaços imediatamente acima ou abaixo da estrutura principal dos edifícios), é possível reforçar a capacidade de edifícios já existentes resistirem a fenómenos sísmicos e de tornar as suas estruturas mais duradouras. Não apenas devemos preocupar-nos com os aspetos estéticos dos edifícios, mas também com o reforço da resistência das estruturas de sustentação.
Just like it was stated in the question, the main purpose is always to preserve the historical and cultural identity of the buildings that will be renovated. Resorting to techniques such as the asynchronous roof lifting and the bidirectional space development (which makes it possible to add or work in levels on top or below the main structure of the building), it is possible to reinforce the buildings capacity to sustain seismic activity and resist the passage of time. Not only we should concern about the aesthetic aspects of the buildings but also the reinforcement of its structures’ resistance.

Is Jingli interested in real estate investments and/or building rental or just service provision/partnerships?
Numa fase inicial, não tencionamos investir diretamente no mercado imobiliário. Temos, sim, a vontade de estabelecer parcerias ou prestar serviços diretamente aos clientes, em operações que se relacionem com o reforço sísmico de edifícios ou a reabilitação urbana. Não obstante, não colocamos de parte a possibilidade de entrarmos conjuntamente num projeto de construção a partir das fundações.
At this initial stage we don’t want to directly invest in the real estate market. What we really want is to develop partnerships and provide services directly to our clients on renovation and reinforcement related projects. Nonetheless, we won’t set a side the possibility of engaging on a construction project since its foundations alongside a partner.

If the local real estate companies wanted to cooperate or the construction companies were willing to split tasks with us, then we would have achieved the main goal of settling in Portugal. A China e Portugal mantêm, de há séculos, uma relação que foi, de um modo geral, muito positiva. As autoridades locais e todos os nossos interlocutores em Portugal acolheram-nos de uma forma muito afetuosa. Por isso, estamos muito satisfeitos em poder considerá-los como amigos. De facto, Portugal pareceu-nos ser a porta de entrada ideal para uma expansão no continente europeu. E esse é, claro está, um objetivo a prazo.
For centuries, China and Portugal have had a very positive relation. The local authorities and all the other individuals that we have met so far have been very welcoming. And because of that, we are very happy to consider them as friends. Indeed, Portugal seemed to be the ideal entrance point for an expansion in Europe. Which is our long term goal.

Puhua News: On December 2nd, JINGLI CONSTRUÇÃO E GESTÃO IMOBILIÁRIA, LDA successfully hosted “Belt and Road Initiative” into Portugal — Press Conference on Innovative Technologies for Reinforcement and Renovation of Dilapidated Houses at Morriott Hotel, Lisbon, at 17:00 o’clock. More than 50 people attended this press conference including Cai Weixian, Chairman of Portugal Chinese Business Association, Zhan Xin, President of China Enterprises Association (Portugal), Ms. Teresa Cid，Portuguese Director of Confucius Institute at University of Lisbon, Wang Jincheng, Chinese Director of Confucius Institute at University of Lisbon, Ms. Wang Suoying, Association for Friends of Chinese Culture, Mr. Júlio Appleton, General Manager of A2P Consulting Firm, Guo Zhiqiang, Vice-president of Bank of China (Lisbon Branch), Huang Jun, Vice General Manager of Huawei (Portugal Branch), Liu He, President of International Chamber of Commerce (China, Portugal, Latin America), Ms. Cui Bing, General Manager of EMGI and representatives of overseas Chinese and companies.
At the very beginning of the press conference, Mr. Cai Wenxian, Chairman of Portugal Chinese Business Association, came to the front and made a speech. In his speech, he expressed that China had achieved great success in (the field of) special professional engineering. He gave several examples: building moving project with the largest height and maximum height was finished in China; plane shearing rotation displacement method, asynchronous roof-lifting method, method of double-addition transformation of dilapidated houses without demolition, and method for displacement of large bridges were all invented first by China. From his speech, it is learnt that on this press conference, six new technologies which had received patents of invention in China were released. Among them, four patents had declared the international patents for invention and their application had been accepted by the United States Patent and Trademark Office.
Chairman Cai wenxian said that businesses conducted by the host of this press conference in Portugal met the requirements of renovation of old cities there very well. “If these technologies could be promoted and applied in Portugal, it was believed that they would help to promote the progress and development of the renovation and remediation of the dilapidated houses in Portugal, which would provide new technical ideas for the renovation of old cities there. Destroying no architectural heritages, these technologies would help to meet owners’ up-to-date requirements of the houses such as the house space, functional layout, ecological implantation, etc. It would make the ecology of cities much more harmonious and the life of people much more comfortable. Qingdao Jingli Engineering Co., Ltd, which invested this project, ranks forefront in China’s reinforcement and renovation industry. It is not only a national high and new tech enterprise but also a technology-based enterprise which has been entered into national database. Its joining into the building of Belt and Road is a cause for celebration.”, said Mr. Cai.
Then, Mr. Zhang Xin, President of Portugal Chinese Business Association, delivered a speech. saying that as a big construction country, every year China’s consumption of steel and concrete account for 40 percent of the world output. “In the field of reinforcement and renovation of dilapidated houses,” he stated, “China has accumulated rich experience and created lots of new technologies.” He continued, “Focusing on the market of dilapidated houses’ reinforcement and renovation in Portugal, it could be found that though 9836 housings had obtained construction permits during the first half of 2018, 70,000 housings were still needed. Attaching great importance to the renovation of old cities, Portuguese government encouraged social organization and individuals to invest (in) the renovation of old cities by offering a series of preferential policies including exemption and reduction of 6 kinds of taxes, namely, transfer tax, municipal tax, personal income tax, capital gains tax, housing income tax and value-added tax. Under such circumstances, it was a chance as well as a challenge to take an active part in the renovation of old cities in Portugal by using innovative technologies legally. “
Taking this opportunity, Mr. Zhang Xin hoped JINGLI CONSTRUÇÃO E GESTÃO IMOBILIÁRIA, LDA could abide by local laws and respect local customs when it was running its business in Portugal. He hoped that technologies could bond Portuguese and Chinese construction engineers together to promote technological innovation and progress of renovation projects of old cities in Portugal and to make contribution to urban construction of Portugal. In his opinion, only when one serves the society with all his/ her heart, can he/ she be rewarded by the society.
Next, Mr. Ouyang Ganlin, a lifelong adjunct professor of Qingdao University of Technology, Vice-chairman of Civil Construction Special Committee of China Senior Professors Association, Deputy Director of Qingdao Civil Construction Engineering Society and Chairman of Underground Space Experts Committee, Legal Representative and General Manager, gave a speech on innovative technologies.
Professor Ouyang Ganlin first made an introduction to JINGLI CONSTRUÇÃO E GESTÃO IMOBILIÁRIA, LDA. According to him, registered business scope of the company was as follows: civil engineering, public engineering, foundation engineering, real estate management and agricultural development. Then, he told the current situation of rehabilitation engineering and made an analysis of the Portugal market. Since difficulty in parking and traffic congestion were fairly obvious in old cities and on new roads, he said, at present there was a great need for the reinforcement and renovation of dilapidated buildings in Portugal. He also mentioned, to solve the above-mentioned problems successfully, both money and professional technology including technology of non-excavation underground construction were needed.

1. New material——high ductility concrete; concrete beam which would not break when it was bent.
2. Technology for bidirectional addition without demolition. The so-called bidirectional addition means to add one layer to the top of one building and to add another layer to its bottom, namely to build a basement for the building.
3. Rectification by the method of original-path closure
4. Rectification of six-story residential buildings by using pit-jacked piles
5. Asynchronous Roof-lifting Method
At last, Professor Ouyang Ganlin said, the above-mentioned five new technologies, which are representative, had a positive significance for the reinforcement and renovation of the dilapidated buildings in Portugal. If these technologies could be promoted and applied, he mentioned, objectively, it would help to promote the progress and development of the renovation and remediation of the dilapidated buildings, which would provide new technical ideas for the renovation of old cities in Portugal. He added, “On the one hand, it would help to meet the owners’ requirements of the houses such as the house space, functional layout, ecological implantation, etc. On the other hand, it would also play a positive role for the protection and inheritance of architectural heritages. All this would make the ecology of cities much more harmonious and the life of people much more comfortable.”
