I. Company Profile

Established in August 1999, Qingdao Jingli Gongcheng Gufen Youxian Gongsi in China (hereinafter referred to as Qingdao company) is a company holding “Dual Authentication” of specialty engineering and ground and foundation engineering and a “Triple Authentication” enterprise with Quality Management System of GB/T 19001-2008/ISO 9001: 2008 and GB/T 50430: 2007, Environmental Management System of GB/T 24001-2004 IDT ISO14001: 2004, and Occupational Health and Safety Administration System of GB/T 28001-2011/OHSAS 18001: 2007. Up to now, listed in Qingdao Blue Ocean Equity Trading center in Qingdao city, Shandong province, China, Qingdao company has become the only listed company in reinforcement industry. The registered capital of Qingdao Company is 50,000,000 yuan. In Chinese industry, Qingdao company has won a lot of honors: National High and New Tech Enterprise, Technology-based Enterprise which has been entered into the national database, Qingdao Enterprise Technology Center, Especially Advanced Model Enterprise of Qingdao, Quality Leaded Enterprise of Shinan Distric, Qingdao, Head Unit for “Qingdao Technology Innovation Strategy Association of Underground Space Industry” (approved by the municipal government of Qingdao), Deputy Director Unit of Civil Construction Committee of China Senior Professors Association and Director Unit of Underground Space Experts Committee, Executive Director Unit of the Professional Committee of China Steel Structure Detection and Identification, Executive Director of Qingdao Civil and Architectural Engineering Society and Director Unit of Underground Space Experts Committee, one of the Revision Units for Technical Code for Moving, Incline-rectifying, Story-increasing and Reconstruction of Buildings written in Chinese. In 2015, according to the investigation and evaluation, Qingdao company had the second-largest market share in China.   

In April, 2018, Qingdao company and the Portuguese jointly established JINGLI CONSTRUÇÃO E GESTÃO IMOBILIÁRIA, LDA (hereinafter referred to as Jingli construction company). The registered business scope of Jingli construction company in Portugal is as follows: civil engineering, public engineering, foundation engineering, real estate management and agricultural development. It is two more than that of Qingdao company, the head/parent company for the latter doesn’t include real estate management and agricultural development. In addition to the “Registration for Overseas Chinese-invested Enterprise” issued by Embassy of the People’s Republic of China in the Portuguese Republic, this investment project has also obtained/acquired the “Enterprise Overseas Investment Certificate” and “Notification of Overseas Investment Projects” issued by Qingdao municipal government after proper approval. Meanwhile, with Professor Ganlin Ouyang as its General Manager/Legal Representative, Jingli construction company has applied for the “Building Construction Permits” in Portugal.

II. Professor Ganlin Ouyang

Professor Ganlin Ouyang, a lifelong adjunct professor and Ph.D. supervisor of Qingdao University of Technology in Shandong province, China, is a member of the First Directors Board of Engineering Construction Academic Committee of Architectural Society of China, Vice-chairman of Civil Construction Special Committee of China Senior Professors Association and Chairman of Underground Space Experts Committee, Director of the Editorial Department of Construction Technology, Chinese core periodicals, Standing Committee of Building Construction, a core journal of National Natural Science and Architecture, Chairman of Qingdao Technology Innovation Strategy Association of Underground Space Industry, and Standing Director of Qingdao Civil and Architectural Engineering Society and Chairman of Underground Space Experts Committee. He is also the inventor of 17 patents or engineering methods such as slope rectification method, asynchronous lifting method, plane shearing displacement method, non-excavation underground comprehensive pipe gallery jacking method, crowd-in underground diaphragm wall, etc. Among them, 4 patents has declared the international patents for invention and their application had been accepted by the United States Patent and Trademark Office. Until now, Professor Ganlin Ouyang has published 53 papers in domestic and foreign academic journals, which has made certain influence both at home and abroad.

III. Key Technology Cases

1. Asynchronous Roof-lifting Method

    Asynchronous roof-lifting method (No. of invention patent: ZL201510617454.8) means to have the roof of a building lifted step by step after having all the frame columns on a certain floor cut. Here is an engineering case about a frame structural commercial building in a commercial plaza. This building has 3 floors above ground and one underground, with its total above floor area of 1532 square meters. After having all the frame columns cut, we have the roof of the building vertically lifted for 0.5 meters in 10 hours by using/with the assistance of the force transfer device. The whole project consumed steel of 765 kilograms and concrete of 6600 kilograms. The cost of it is only 20% of that of rebuilding. Compared with those of traditional roof-lifting method, the cost and construction period of the asynchronous roof-lifting method are 2.2 times and 1 time lower respectively. Moreover, the carbon emission of this project has been reduced by 1221 tons, which brings good economic benefits.

   According to the result of database query, this is the first successful case which put asynchronous roof-lifting method into practice in China. And asynchronous roof-lifting method will provide a new technological approach that is simple and reliable for disease treatment or functional transformation of the existing buildings. 2. Double-addition Transformation of Dilapidated Houses without Demolition

    Being appraised as a D class dilapidated house, one coastal villa in Qingdao needs to be pulled down and rebuilt or be reinforced integrally so that it could be suitable for living again. As requested by its owner, one layer should be added to the top of the villa and another layer should be added to its bottom with a total increasing area of 523 square meters. The reinforcement and transformation of the villa should be conducted on the premise of non-removing and non-collapsing of the current building as well as causing no unfavorable impact on the environment. Since the villa is less than 100 meters away from the sea and the water table is comparatively high, to implement the project, the following methods or technologies are adopted:

(1) Waterproof Curtain and Balanced Dewatering Method

On the premise of being rich in underground water in the sand layer, which has a straight-line distance of no more than 100 meters away from the sea, waterproof curtain is used and balanced dewatering method is adopted at the place where is 12 meters away from the sealing layer. It has been proved to be both feasible and safe.

(2) “One Pile, Three Uses and Ten Times Checking Calculation ” 

A mini-sized pile, which has the functions of underpinning buildings, retaining and protecting foundation excavations, and anti-floating of basement, is needed. This provides a new way that is safe and cost-effective for the double-addition transformation of dilapidated houses.

(3) Roof-lifting and Underpinning 

Having no effect on the replacement of concrete or the restoration of structure at the bottom of the building, we separate the roof from the rest part of the building by cutting all the frames/connections between them and lift it to a certain height to increase the headroom/clearance height, namely, to add one layer to the top of the villa. All this was done adhering to the principle that restoration can be finished by replacing the original concrete while no demolition happened.

Beneficial effects of the above-mentioned engineering case is as follows:

(1) Based on the mini-sized pile underpinning technology, double-addition transformation of the multi-storied dilapidated residential buildings is conducted on the premise of non-removing, non-collapsing and having little influence to nearby buildings. Such kind of transformation is feasible as well as safe.

(2) For the dilapidated houses/ buildings which are small in area, poor in the ability of anti-disaster and imperfect in living conditions, it offers a new way for the transformation of them while makes them be free from demolition.

(3) This engineering case has directly generated an economic value of 33,280,000 yuan and obtained the patent right (No. of invention patent: 201710857010.0). Reports on it were also given in “The Eleventh National Conference on Disease Treatment in Civil Engineering Construction” (China) and in “The Sixth National Conference on Engineering Quality” (China). 3. Research and Development of Trenchless Underground Engineer Jacking Technology

    Focusing on underground engineer jacking technology, Qingdao company has obtained twelve patents with independent intellectual property rights and won two Third Class Prizes of The Scientific and Technological Progress Award. In particular, “Study/ Research on Underground Engineer Jacking Technology” (No. of invention patent: ZL 2016100458288) has been included in the science and technology project of the Ministry of Housing and Urban-Rural Development of People’s Republic of China (Project No.: 2013-K3-26) and in the major scientific and technological achievement transformation project of Qingdao city (Project No. 2012-4-016-ZH). The most dominant feature of this technology is that an engineer project can be carried out smoothly when there is no excavation and demolition at the early stage, which is safe and has little effect on the normal life and work of the residents. This technology is very suitable for the operation of underground space, such as the construction of urban (residential quarter) underground complex pipelines, construction of interchange of central roads in urban areas, underground garages for existing buildings and underground automobile passage. Compared with traditional time-space effect operating method, this technology will help to save substantial cost of support at the early stage and reduce the settlement in soft soil area by 70% under the same conditions.     China has not only made remarkable achievements in the field of construction but also in the field of special engineering.

   According to the data/ figure released by the United Nations, in western developed countries, including Portugal, output value of building reinforcement and transformation accounts for 45-60% of the total output value of the construction industry. The above-mentioned technologies, which are new and representative, have a positive significance for the   reinforcement and transformation of the dilapidated houses/buildings in Portugal. If these technologies can be promoted and applied, objectively, they will help to promote the technological progress and development of the renovation and remediation of the dilapidated houses/building in Portugal, which will provide new technical ideas for the transformation of old town/districts in Portugal. On the one hand, it will help to meet the owners’ requirements of the houses/buildings such as the house space, functional layout, ecological implantation, etc. On the other hand, it also plays a positive role for the protection and inheritance of the culture of architectural heritages. All this will make the ecology of cities much more harmonious and the life of people much more comfortable.

   We believe that technology will bond Portuguese and Chinese construction engineers together. This will help to promote friendships between them and enhance their technical capacity in the innovation activities of housing reinforcement and transformation, which will be beneficial to the development of Portuguese architecture, especially to the transformation of the old town/districts.

China’s urbanization is far behind of developed Western countries. Therefore, China’s urbanization process needs to accelerate
its development. However, the shortage of urban land level resources has become a bottleneck restricting the sustainable development
of cities. It can be said that under the premise that no new planet suitable for human migration can be found, the development and
utilization of urban two-way spacing, especially underground, has become the most realistic, effective and scientific for all countries to
promote the sustainable development of urbanization.

In recent decades, China’s great achievements in the field of architecture have attracted worldwide attention. Similarly, it has
achieved fruitful results in the reinforcement and reconstruction project. With the accumulation of energy, under the pressure of the
global economic downturn, the company’s output value in 2018 is 49% higher than that in 2017.

 To achieve this goal, based on the technology of Qingdao company, Jingli construction company is going to work hand in hand with friends from all walks of life in Portugal to create a new chapter for the reinforcement and transformation in Portugal through creation and innovation.
